Expanded Learning Opportunities

In Baltimore, Out-of-School Time (OST) programs serve students in Kindergarten – 12th grade during the afterschool hours. They include programs offering multiple activities such as STEM, art, and academic assistance, as well as programs focusing on a single activities such as a sports. These opportunities should be available to all youth in Baltimore City and Family League is working to increase the quantity and quality of OST seats in Baltimore.

The ELO Landscape

In Baltimore City there are between 14,000 and 15,000 afterschool seats; that represents 17% of the Baltimore City Schools population. A 2014 survey of Maryland families found that 36% of children would participate in an afterschool program if one were available. For Baltimore City this means there is a significant opportunity gap. 25,000 more students would participate in afterschool programs if the opportunity were available. In total, it would represent an afterschool system of 40,000 seats, (America After 3PM, 2014; seats analysis by Family League of Baltimore and Maryland Out of School Time Network).

In September of 2015, Family League identified 277 ELO programs that serve 14,000 youth. This includes programs run by a wide range of partners, offering diverse activities and serving a wide range of students. In partnership with the National Summer Learning Association Family League identified 22,000 summer learning opportunities at over 200 programs.

 

Out of School Time

This year, Family League funds more than 45 organizations that offer Out of School Time opportunities to more than 5,000 students. At these programs students participate in hands-on learning activities, develop new skills, and work together to solve community problems.
